During his rule, Stalin always made the final policy decisions. Otherwise, Soviet foreign policy was set by the commission on the Foreign Policy of the Central Committee of the Communist Party of the Soviet Union, or by the party's highest body the Politburo. Operations were handled by the separate Ministry of Foreign Affairs. It was known as the People's Commissariat for Foreign Affairs (or Narkomindel), until 1946.
